Miscavige grabbed the reins in the early 80s and engineered with high end professionals a "corporate sort out" with new version or layered cloaking of its felony campaigns or stalking, terrorism which is Church policy called "Fair Game" 

The "Church" using its dark and devious policy to spy, infiltrate, intimidate and use vigilante justice staked out the Rathbuns residence for 199 days using vigilante justice. The Rathbuns moved to near San Antonio to be free of the constant surveillance and harassment. But Miscavige, fixated on Marty Rathbun pursued his OSA Network series to Fair Game the "enemy". It is now playing out in a court of Law in Texas. The Church does not want David Miscavige in deposition.
